To improve the state government’s delivery system through digitalization, several initiatives have been implemented this year, including prioritizing the use of Electronic Know Your Customer (eKYC), digital signatures, blockchain, open databases and online payments in applications of the state government. in addition to the establishment of the state government’s Public Computing Service (Private Cloud).

THE Central Government is emphasizing cyber security in line with the implementation of the Digital Government. Head of State Tun Juhar Mahiruddin said this is being done through programs to strengthen public officials’ awareness and competence in cyber security and to strengthen procedures for ensuring the security of application systems.

According to him, the state government’s Digitalization Plan 2020-2024 has opened up several opportunities for development and progress in various sectors of the state, especially in the three success sectors in the Hala Tuju Sabah Maju Jaya (SMJ). “This initiative will enable stakeholders, especially the public, to access government services more efficiently and easily, with a reduction in bureaucracy. “The digitalization of the Sabah government, which has entered the ‘digital innovation’ phase this year, not only improves the quality of life of the people, but also places the state on a stronger foundation to support long-term growth and sustainability in accordance with the SMJ Development Plan. “To improve the delivery system of the state government through digitalization, several initiatives have been implemented this year, including prioritizing the use of Electronic Know Your Customer (eKYC), digital signatures, blockchain, open databases and online payments in applications of the state government. besides setting up the state government’s Public Computing Service (Private Cloud),” he said.

Juhar said the state government always formulates programs for the development and strengthening of the civil servants, in line with efforts to produce competent, professional, skilled and integrity civil servants. He said a total of 729 officers were deployed last year to participate in 35 intensive training courses in various areas.

“Programs and training in the service will continue through the state government’s comprehensive training module aimed at producing a lineage of leadership tiers and public service members that are ageless. The module is expected to be completed by the end of this year and ready for use in 2025.” To strengthen the district administration, Juhar said the state government has approved the establishment of Sukau sub-district office, upgrading of Sook sub-district office and Paitan sub-district office into full district offices. He said the state government hoped that the establishment of a new sub-district office and the upgrading of a sub-district office to a full-fledged district office would facilitate rural communities’ access to government services, thereby improving the state government’s service delivery. The state government is also committed to ensuring that the state administration is managed based on the principles of integrity, accountability and transparency to ensure continuity of efforts to maintain the culture of integrity. “This commitment was reflected in the Chief Minister’s Directive No. 1 of 2023, which introduced the Sabah State Service Integrity Circular (PIPANS), the first of its kind to be implemented at the state government level in Malaysia,” said Juhar . He added that the state government is also implementing initiatives to strengthen governance, which focus on inspection, consultation and continuous guidance on good governance, grievance management, strengthening integrity and agency compliance with currently in force regulations. “To continue this momentum, the state government will therefore continue to leverage the Governance, Integrity and Anti-Corruption (GIA) initiative through five key strategies aimed at increasing top management commitment and involvement; increasing awareness and appreciation of the importance of integrity; strengthen governance and internal control; ensure the effectiveness of enforcement and supervision; and encouraging the training and communication of pure values.”
